Like the United States, Argentina is a country of immigrants.
Although the majority of them came from Europe in the late 19th and early 20th centuries, today it is the destination for many Bolivians, Peruvians, and Paraguayans. For many immigrant groups, Buenos Aires is like New York City – a place of opportunity and a chance to improve their living conditions.
But the reality is radically different, and what many find upon arrival are prejudice, low-paying jobs, and inequality. Last week’s film festival, CineMigrante, aims to change that by providing a place for discussion about immigrants’ rights in the South American country.
The festival, which started on September 22nd, is the first one of its kind in Buenos Aires. During the past week, 53 films from over 30 countries will be screened to show different points of view about immigration to and from countries such as Argentina, France, the US, and China.
Two Spanish films, “Miente (Lie)” and “El viaje de Said (Said’s Journey),” which won Goya awards for Best Small Films in fiction and animation respectively, are the highlights of the festival along with presentations by representatives from Unicef and Caref. Javier de Lucas, the director of the Institute of Human Rights at the University of Valencia, will also hold a conference on how to combat racism and xenophobia across the globe.
And the festival comes to Buenos Aires at a critical time. Prejudice against immigrants from surrounding South American countries has been sky-high throughout the past decade. This is partly due to the economic crisis of 2001 as many Argentines blamed both legal and illegal immigrants for their unemployment and other economic troubles.
As a result, violence against many immigrants around the country started to increase. In the same year, a Bolivian woman, Marcelina Meneses and her 10 month ancient son were pushed off of a train and left for dead on the side of the tracks. The only witness to come forward said the push did not kill Meneses instantly, yet nobody came to help her. The police did not even say her family until 8 hours later.
Meneses sister-in-law, Reina Torrez, still believes Meneses was killed because of racial discrimination. Bolivia has a larger segment of Indigenous peoples in its population, and Torrez is convinced that the color of her skin and her nationality is what caused such violence.
But Meneses’ death brought Torrez to action. She founded a group called Yana Pacuna, which means “let’s help each other” in Quechua, an indigenous language spoken in the Andes. The organization helps Bolivians learn their rights and aids them in getting the proper documentation to live and work in Argentina.
Yet many Bolivians and other immigrants are still exploited today. Even though the government has taken formal measures to eliminate racial discrimination throughout the last decade, it has not had fantastic success in changing public opinion.
Most Argentines still perceive the country to be predominantly white, and many look down upon immigrants, based on the color of their skin, who come from an Indigenous background. Although violence is not as common as a few years ago, the prejudices are still very much alive, especially through discriminatory words that have crept into and persist in the colloquial language.
The way to change the situation may be through discussion and CineMigrante promises to be a means to reach out to the people in a way the government has not been able to.
